Q. Why are you root?

Q. Do I need tk.Tk ()?

-Look at Tcl / Tk (really a little) As far as I read the second note in, the application programmer does not need to explicitly instantiate tk.Tk ().

Summary

--tk.Tk () did not have to be written explicitly. ――The official tutorial ends up not knowing why you are passing root.
