DEBUG settings when using Django

It's written in the document, but I don't think there is such a selfish setting. .. ..

Django runs all tests with DEBUG = False, regardless of the value of DEBUG in the config file

Without knowing this, I investigated why the DEBUG settings were rewritten without permission for about an hour.
